This may be the most chilling story out of New Orleans

Human Rights Watch reports that the sheriff's department in New Orleans left hundreds of inmates locked in a city jail as flood waters began to rise.
Were prisoners left to drown in the New Orleans parish jail? It seems that they were, and heads should roll if they were. People whose only offense may have been "drunk and disorderly" might have been condemned to death by inadequate planning,indifference and incompetance.
