Vitter's email. Sabotage?

I wrote Sen. David Vitter a note chastising him for his non-vote on the Independent Commission. Today I got back a strange reply. The email was composed of two or three jpgs with his letterhead and signature, one of which would not open, and an attachment. The attachment was an email dated 9/7/05, but it was not written by Vitter. It was an email from another constituent complaining that he could not find a FEMA presence in Baton Rouge. "Yet, it seems as though FEMA has deserted us." Accidents happen, but I hope that the recovery effort in N.O. is doing better than Senator Vitter's email system.
