Brookings Institution: New Orleans 'in a holding pattern'

New Orleans 'in a holding pattern':
"New Orleans remains in a state of emergency three months after Hurricane Katrina with only certain types of people financially able to return, according to a report released Tuesday by a Washington, D.C. think tank.

'Displaced families with means and access to the remaining jobs can start rebuilding, but everyone else is still in a holding pattern,' said the authors of the Brookings Institution's report, 'Katrina Index: Tracking Variables of Post-Katrina Reconstruction,' a database of economic and social figures."
Maybe some of the hard-hearted congresscritters in DC will listen to Brookings if they wn't listen to Blanco and Nagin.
