"Since then, Congress has carved the relief pie into several smaller pieces. But of the 139 Katrina-related bills submitted, only 15 have become law, mostly small-change measures affecting student loans or retirement funds. None of the bills have added a dime to the $62 billion Congress appropriated two weeks after Katrina hit. 'I am unwilling to just continually send checks into what I think is an unaccountable black hole,' says Colorado Rep. Tom Tancredo, who voted against the $62 billion. Tancredo and other House conservatives want budget cuts to offset any new spending."
